4. HOW TO APPLY
4.1 Candidates are required to apply online through https://barconlineexam.com. No other means/ mode of application will be accepted.
4.2 Candidates who have not acquired the mandatory / requisite educational qualification as on the closing date for receipt of on-line application need not apply. No correspondence or clarification will be entertained on this matter.
4.3 Candidate should read the instructions in the advertisement and online application form carefully before making any entry or selecting any option.
4.4 Only one application should be submitted for one post. Candidates should submit separate application for each post, if they intend to apply for more than one post. Before submitting on-line application, candidates are required to register themselves by clicking on one time registration tab.
4.5 Before filling application form, candidates should keep ready the necessary documents / certificates required. Candidate is required to fill up personal details and details of post applied for etc. and upload recently taken front facing passport size photograph with Proper Plain Background.
4.6 Candidates are required to have a valid email ID and mobile number which should be kept active throughout the currency of this recruitment. Candidates are required to download the Admit Card from the website of BARC. No correspondence will be sent through post/courier.
4.7 Instruction for uploading Photo and Signature: Photo: Image should be of size 165 x 125 pixels in jpg/jpeg format and should not exceed 50 KB; Signature: Image should be of size 80 x 125 pixels in jpg/jpeg format and should not exceed 20 KB Page 9 of 23
4.8 The candidate must ensure that their photo and signature is clearly visible in preview at the time of filling of application in online mode. If photo/signature displayed is small or not visible in preview on website, that means photo/signature is not as per the required format, the application will be rejected. Therefore candidates must ensure that photo and signature are clearly visible.
4.9 For any clarification candidates may contact the Help desk No.: 044-47749000 between 10.00 AM and 6.30 PM on Monday to Saturday or check “FAQ” available on the homepage of BARC website https://barconlineexam.com.
4.10 Before clicking the submit button, the candidate is advised to check all the details filled in are correct. Candidate may also ensure that name, date of birth, etc. are entered correctly in the application form as per Secondary School Certificate (SSC). Any incorrect information may disqualify candidature. After final submission of application no request for change/correction in any of the information in the application form shall be entertained under any circumstances.
4.11 After submitting the online application form candidates are required to take print / save copy of the online application form and preserve it till the document verification/all the selection process completes.
4.12 Candidates are advised to submit the online application much before the closing date and not to wait till the last date to avoid the possibility of disconnection/ inability or failure to login to the website on account of heavy load on the website during the closing days.

6. CENTRES OF EXAMINATION
6.1 Examinations will be conducted at various cities viz., Agartala, Ahmedabad, Allahabad, Amaravati (AP), Amritsar, Aizawl, Itanagar, Baroda (Vadodara), Bengaluru, Bhagalpur, Bhopal, Bhubaneswar, Chandigarh, Chennai, Coimbatore, Cuttack, Daman, Dehradun, Delhi, Dispur, Ernakulam, Gangtok, Gorakhpur, Guntur, Hyderabad, Hubli-Dharwad, Indore, Imphal, Jaipur, Jodhpur, Kancheepuram, Kanpur, Karimnagar (TS), Kavaratti, Kolkata, Kota, Kohima, Kolhapur, Leh, Lucknow, Madurai, Mumbai, Nagpur, Nashik, Panaji, Patna, Port Blair, Puducherry, Pune, Raipur, Ranchi, Rourkela, Shimla, Shillong, Srinagar, Thiruvananthapuram, Udaipur, Varanasi, Vijayawada, Visakhapatnam. 6.2 Candidates may indicate their choice of city (nearer to their present address) in their application form in the order of preference (only three cities). Allocation of centres will be decided based on the number of candidates registering for each city. Hence, the candidates should select the centres, carefully in their applications. Requests for change of city/centre once allotted will not be entertained. BARC reserves the right to add or delete centre(s) without assigning any reason.
7. ADMISSION TO EXAMINATION
7.1 Facility to download Admit Card will be made available well before the examination on the website of Page 10 of 23 this Centre https://barconlineexam.com. Candidate must bring printout of the Admit card to the Examination Hall. 7.2 In addition to the Admit Card, it is mandatory to carry at least two passport size front face recent colour photographs and any of the following Original valid Photo-ID proof having the Date of Birth as printed on the Admit Card: (a) Aadhaar Card/ Printout of E-Aadhaar, (b) Voter’s ID Card, (c) Driving Licence, (d) PAN Card, (e) Passport, (f) Employer ID Card (Government / PSU), (g) Ex-Serviceman Discharge Book issued by Ministry of Defence, (h) Any other photo bearing ID Card issued by the Central/ State Government. 7.3 If Photo Identity Card does not have the date of birth printed on it, then the candidate must carry an additional original document (e.g. Matriculation Certificate, Marks Sheet issued only by CBSE/ ICSE/ State Boards; Birth Certificate) in proof of their date of birth. Candidate must ensure that their date of birth (DD/MM/YYYY) mentioned in the application match with the valid ID Proof, failing which, the candidate will not be allowed to appear in the Computer Based Test. Any other document mentioned in the Admit Card shall also be carried by the candidates while appearing in the Computer Based Test. 7.4 Candidates working under the Central / State Government / Public Sector Undertakings, if called for Interview / Skill Test should submit a “NO OBJECTION CERTIFICATE” from their employer. No extension of time shall be provided for production of NOC.
8. DOCUMENT VERIFICATION (DV)
8.1 Candidates would be required to produce all the relevant following certificates in original along with their copies and print out of online application at the time of document verification prior to Interview / Skill Test. The candidates will be solely responsible for furnishing the requisite certificates, failing which their candidature shall be summarily rejected. Candidates may also note that their candidature will remain provisional till the verification of veracity of the documents by the Appointing Authority. (a) Educational qualifications supported by appropriate mark sheets/certificates as proof of possessing the minimum educational qualification as on the closing date, failing which the candidature of such candidate will be cancelled. (b) Valid proof of Date of birth (Matriculation / Secondary School Certificate). (c) SC/ST candidates’ caste certificate should be issued by designated authority in the prescribed format and the community should have been included in the Presidential orders in relation to the concerned state (as per the format given in Annexure A). (d) OBC candidates’ caste certificate should be issued by an authorised authority in the prescribed format with non-creamy layer certificate (Annexure B) and the caste/community should have been included in the Central lists of Other Backward Caste. The crucial date for determining the OBC non-creamy layer certificate will be the closing date of on-line application. (e) OBC for the purpose of AGE RELAXATION AND RESERVATION means “persons of OBC categories not belonging to the Creamy Layer” as defined in Government of India, Department of Personnel & Training OM No.36012/22/93-Estt.(SCT) dated 08.09.93 and modified vide Government of India, Department of Personnel & Training OM No.36033/3/2004-Estt.(Res) dated 09/3/2004, OM No. 36033/3/2004-Estt.(Res.) dated 14/10/2008, OM No. 36033/1/2013-Estt (Res.) dated 27/05/2013 and latest modification vide Government of India, Department of Personnel and Training OM No. 36033/1/2013-Estt (Res.) dated 13/09/2017. (f) Candidates who are not covered under the scheme of reservation for SC / ST / OBC and whose family gross annual income is below Rs.8 Lakh (Rupees Eight Lakh) are to be identified as EWS for benefit of reservation for EWS. The income shall also include income from all sources i.e. salary, agriculture, business, profession etc. for the financial year prior to the year of application in accordance with DoPT OM No. 36039/1/2019-Estt.(Res) dated 31/01/2019, 11/06/2019 and No.43011/11/2022-Estt.(Res-II) dated 19/09/2022. The Income and Asset Certificate issued in the prescribed format as given in Annexure C shall only be accepted as proof of candidate’s claim as belonging to EWS. Page 11 of 23 (g) Disability Certificate from the appropriate authority regarding physical disability (as per the formats given in Annexure D & E - applicable only for Persons with Disability) (i) According to the persons with disabilities (Equal Opportunities, Protection of Rights and Full Participation) Rules, 1996 notified on 31/12/1996 by the Central Government in exercise of the powers conferred by sub-section (1) and (2) of Section 73 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 (1 of 1996)], a disability certificate shall be issued by a Medical Board duly constituted by the Central or a State Government. The Central/State Government may constitute a Medical Board consisting of at least three members, out of which, at least, one member shall be a Specialist from the relevant field. (ii) The certificate would be valid for a period of 5 years for those whose disability is temporary. The Medical Board shall indicate the period of validity of the certificate where there are chances of variation in the degree of disability. For those who acquired permanent disability, the validity can be shown as permanent. On representation by the applicant, the Medical Board may review its decision having regard to all the facts and circumstances of the case and pass such orders in the matter as it thinks fit. (h) In case of persons with benchmark disabilities in the category of blindness (low vision), the facility of scribe is provided, if desired by the candidate. In case of remaining categories of persons with benchmark disabilities, the provision of scribe will be available on production of a certificate at the time of examination to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on candidate’s behalf, from the Chief Medical Officer / Civil Surgeon / Medical Superintendent of a Government health care institution as per proforma at Annexure F. (i) Engagement of Scribe will be subject to the following conditions: (i) Candidates will have to arrange for the scribe on their own. (ii) The scribe so arranged should not himself/herself be the candidate for post / vacancies / exam for which the candidate is appearing. Also same scribe should not be engaged for more than one candidate. The scribe and the candidate shall give a declaration to this effect. Any violation, if detected at any stage will render both the candidate & the Scribe disqualified. (iii) Candidates with disabilities which are not identified as eligible for concession are not allowed to have scribe. (iv) In case the candidate opts for his/her own scribe, the qualification of the scribe should be one step below the qualification of the candidate taking the examination. The candidates with benchmark disabilities opting for own scribe shall be required to submit details of the own scribe at the time of examination as per proforma at Annexure G. In addition, the scribe has to produce a valid ID proof in original at the time of examination. A photocopy of the ID proof of the scribe signed by the candidate as well as the scribe will be submitted along with proforma at Annexure G. If, subsequently it is found that the qualification of the scribe is not as declared by the candidate, then the candidate shall forfeit his/her right to the post and claims relating thereto. (v) Candidates opting for scribe will have to provide details of scribe as per Annexure G which should be signed by both candidate and scribe at the time of exam. Scribe should produce original valid ID proof at exam centre, and paste passport size photograph on Annexure G. (vi) The persons with benchmark disabilities who are allowed to take examination on computer system, are allowed to check the computer system one day in advance so that the problems, if any in the software/system could be rectified. Use of own computer/laptop is not allowed for taking examination. However, enabling accessories for the computer based examinations such as keyboard, customized mouse etc. is allowed. (vii) The candidate shall be responsible for any misconduct on the part of the scribe brought by him/her during the examination. (j) A compensatory time of 20 minutes per hour of examination will be provided to the Persons with Benchmark Disability. (k) No attendant other than the scribe for eligible candidates will be allowed inside the Examination Hall. (l) The PwBD candidates who have availed the facility of scribes / passage reader and / or compensatory time must produce relevant documents for the eligibility of scribe/ compensatory time at the time of Document Verification. Failure to produce such supporting documents will lead to cancellation of their candidature for the examination. (m) One eyed candidates and partially blind candidates who are able to read the normal Question Paper set with or without magnifying glass and who wish to indicate the answer with the help of magnifying glass will be allowed to use the same in the Examination Hall and will not be entitled to a scribe. Such candidates will have to bring their own magnifying glass to the Examination Hall. Page 12 of 23 (n) Those SC/ST/OBC persons with disabilities selected on their own merit without relaxed standards along with other candidates will be considered against unreserved vacancies provided the post is identified for persons with disability of relevant category (as applicable). (o) Relevant certificate needs to be produced in case of seeking any Age relaxation. (p) A candidate who claims change in name after matriculation or due to marriage etc. should submit Gazette notification.
